Probably a simple high carbon, like Hitachi White paper or Takefu V, laminated to a low carbon body. It's possible that it would be Blue steel, but more Nakiris are low alloy, since they are intended to cut only vegetables.

I'd also vote White 2 or V2 because the edge steel seemed more pitted than the body steel, on my Blue steel kitchen knives that equation reverses, with the body getting discolored before the edge when cutting veggies.

I went to the guy's orihinal YT. He researched and found it to be shirogami.

It is 180mm Shirogami Steel usuba knife by Seki Magoroku. Shirogami steel is "white paper" steel which is very pure carbon steel. It sells for a little over $100.
The inscriptions are 関孫六 (Seki Magoroku) and 白鋼 (White Steel).
