Im looking to buy a nice tactical flashlight in the near future and have my choices narrowed down to two...Fenix TK11 or Nitecore Extreme Infinity Q5...
Which would you choose and why?

I'd say it depends on what do you expect.
If you want a flahlight you can drop in your pocket with a really decent brightness, go on with the nitecore, and if your aim is to have a big one that you won't carry on you, with a big throw beam, well get a TK11 :D
My 2 cents ;)

Those are two very different flashlights. What do you plan on doing with the light? What do you need it to do for you?

If you are set on these two, o.k. but if your still looking try and look at coast lights, they have some nice ones ! :D

Im a police officer and want a nice, reliable light that I can carry in a holster on my duty belt by also small enough to carry off duty...I currently have a Surefire E2D and I like it alot, I am just looking for another nice torch thats similer, but different...

I'd get the TK11. Between the two, the Fenix is more "similar, but different" than the Nitecore, and more appropriate for on duty carry. If you're carrying on a duity belt, then the larger size is not a problem. The size of the Fenix may make it easier to handle in a stressfull situation, and though I have not tried it yet, I would guess that the grip ring makes it easier to use in conjunction with a pistol. If the light were only needed for off duty work, then I'd suggest the Nitecore.

The Extreme can use your E2D body and tailcap together with a rechargeable 17670 Li-ion battery. This gives you about twice the runtime of the normal version.
You can not use 2 cr123s with the Extreme head.
I would recommend looking at the new Surefire E2DL as well.
I think LEO gets a discount from SF in the US

I did some research on this and tried to find the brightest small LED light. I ended up with a Pelican M6 HAIII. Here is the best site I found to evaluate - the guy shows the brightness, beam size, battery life and durability of hundreds of LED flashlights - good stuff if you dont mind doing a little research.

Some of the reviews are at the led museum are a bit dated. They Peli is a great light, but unless there is a new version it is about half as bright as a similar light would be using the newest leds.
If it uses a luxeon III and you can open it swapping led to a new type is a relatively easy solder job.

The M6 isn't the brightest you can get for a two cell led anymore, but it is a solid high quality light with one of the best warranties around. (The only things they don't cover are, if I recall, shark attack and children under three.)

Agreed on the outdated reviews. I got mine a while back. The thing that was good about this site was that he did objective comparisons of light output and showed you what the beam looked like - all comparisons were the same distance, etc. I found when first starting to research that there were varying measures of 'brightness", so you couldnt compare one light to another - that site fixed that problem for me...so the question is are there any sites out there that do the same thing?
