I'm looking to buy one with the plain edge but I'm not sure on which one is stronger or which will hold an edge better.

I think that the Military is only made with 440v now days.

All Military models are being made out of CPM 440V. There are plain edge models available.

I have an ATS 34 plain edge Military and a 440V plain edge Native. Now, I don't profess to be an expert in metallurgy or knives but my comments are based solely on my gut feel (also known as "SWAG"--Simple Wild*****Guess). Also, be aware that the two knives I used for comparison are different in design and may have an influence on my conclusions.
IMO I would be more confident with the ATS 34 blade if I had to do some prying or chopping (using the wrong tool for the job). While on the other hand, I personally feel that cutting and slicing things are more enjoyable with the 440V blade.
I guess your choice of steel may depend on your intended use of the knife most of the time. If you're interested in the ATS 34 version, you may have to buy it used. I hope my $0.02 was helpful.
